Nail-salon fraud, identity theft tied to immigrant labor

At least one Zanesville resident was arrested yesterday in a continuing state investigation into human trafficking and fraud in Ohio nail salons.
Brittney Luu was arrested on charges of fraud, submitting false documents and tampering with documents.
Her brother, Sebastian Luu, faces similar charges and was expected to turn himself in, but he had not as of late last night, authorities said.
Their father, Thuy K. Luu, owner of Z Nails in Zanesville, has not been charged.
Warrants have been issued for two other women.
Thuc Nhi Pham Nguyen, whose last address was in the Detroit area, is being sought for taking a state cosmetology test seven times under different names and then selling or providing licenses to immigrants, said Kevin Miller, head of the Ohio State Board of Cosmetology.
The board is investigating with the State Highway Patrol and other law-enforcement agencies.
Lisa Tran of Stow, Ohio, is also sought under an arrest warrant, Miller said.
Miller told the Ohio Trafficking in Persons Study Commission last year that forcing immigrants - most of them from Southeast Asia - to work as human-trafficking victims is a multimillion-dollar scheme. The issues include illegal immigration, identity theft and fraudulent license testing.
Immigrants from countries such as Vietnam, Laos and Cambodia often are brought illegally to the U.S. for a price, given "laundered" false identities and documents, and forced to work as indentured servants for little or no wages.
The cosmetology board annually licenses 145,000 people who work in nail shops, hair salons and tanning parlors.
